Whats the best way to quiet down a mexican? (not a joke)?

they talk loud, play their music loud... they even put mufflers on their cars to make THEM loud. believe me, there are a few on my street, and im tired of hearing it. ive called the police, but they tell me its not after 10PM, so the loud polka music os good to go.
