Do universities view international students differently than natives when it comes to things like the SAT?

I'm an Egyptian student and currently have a score of 1680 on my SAT (Took it twice) and am taking it again on June 6th, but I was wondering if universities handle tests (i.e. SAT / ACT / TOEFL) and GPAs differently for international students than they do for native students. I want to get into a good school, but seeing as I have a low SAT score, I'm not sure I can pull it off, although I did get a rather high score on my iBT TOEFL test. (Got a 105) I'm applying to universities such as UofT, McGill and I really would be disappointed if I don't get accepted. So yeah, my question is do international students get handled differently than native students. **BTW, by native students I mean native English speakers**
