Question about Grad School applications?

I am looking to apply for a graduate program in counselling psychology in 5 universities in Canada. U of Calgary, U of Alberta, Athabasca University, McGill, and Yorkville. Every school requires that I have all letters of reference, transcripts, GPA, and other forms to be submitted by early december. Why are they asking for these, when many applicants have not even completed their final year of undergrad? It doesn't seem right to assess everyone when they aren't even completed yet. I have tried contacting these institutions, but I can't seem to get through. Please if anyone understands these applications your advice is greatly appreciated. I am planning on applying by this december for the fall 2012 year. Thanks.
