If expensive American medicine is so good, why did Michael Douglas have to go to Canada to find he had cancer?

many americans go to foreign countries for treatment of diseases. and many foreign countries allow the use of medications that are not allowed in the usa. if you are seriously ill and the treatment you are getting doesn't seem to be helping what would you do?
